FBI checks take time from tutors
Walter Schwartz lived by the laws of science during a 40-year career as a nuclear engineer. Now the Forest Hills widower is learning about the law of unintended consequences.
Schwartz, 87, has tutored children in math and reading since retiring in 1986. But last fall, the Woodland Hills School District added a requirement for volunteers: an FBI background check.
