One-third of complaints justified against family services agency

The office that investigates complaints against the state Department of Social and Health Services found that about a third of the 1,200 complaints in the past two years were well-founded.

The Office of Family and Children's Ombudsman says the agency violated a law or policy or acted unreasonably.
