Foster children harmed by 'doubling up' in crowded homes

FOSTER children should not be forced to share overcrowded homes with dozens of children to whom they are not related.

The recommendation comes from a Victorian agency, which says the practice of placing children into such foster homes can harm brain development and create attachment problems.
