Houston woman who took Katrina evacuee's kids no-billed
A Harris County grand jury this morning declined to indict a Houston woman accused of kidnapping five children in her care.
Rhonda Laine Tavey, 44, told authorities she was forced to leave Houston with the five children out of concern for their welfare.
Note: She got away with it because she was a foster parent.
