CPS staffer's vulgar talk didn't bar his promotion

A Child Protective Services investigator shocked his co-workers two years ago when he made explicit and graphic comments about a young girl who may have been sexually abused.

A few weeks later, though, CPS promoted him to head its child-abuse investigations. He continues to hold a key role in the agency, often working on sensitive cases with little supervision.
