Official: Child abuse reports rare in foster care
Foster care is intended to offer a home and a safe haven to a child or teenager.
Yet, 3-year-old Gilbert Dominguez died last month while in foster care in Santa Maria.
Note: The headline is a lie. Foster care is abuse.
I don't think Child abuse reports are rare in foster care, but what is rare is that they are not covered up before the press can get to the story.
