Judge: State hasn’t found homes for enough foster kids

A judge on Thursday gave Gov. Sonny Perdue and other defendants in a child welfare case 20 days to show why they should not be held in contempt and punished for failing to live up to a court settlement that promised to find permanent homes for more children in foster care.
