Foster mother charged in child's death
State police have filed charges against the foster mother of a 2-year-old Belle Vernon boy who drowned after falling into a swimming pool in early June.
Jacalyn Rita Mills, 59, of 110 Branthoover St., Belle Vernon was charged Monday before Magisterial District Judge Dwight Shaner with endangering the welfare of a child and recklessly endangering another person.
