Child abuse reporting rules called unclear

Four months later, the 6-month-old baby was dead, and the Good Samaritan pediatrics doctor was charged with failing to report suspicions of abuse to the state, as required by law. She had been scalded, bitten and choked and had bruises and cuts all over her body, Lebanon County District Attorney Dave Arnold said.
