State lawmakers are holding hearings about the Tennessee Department of Children's Services.

State Sen. Thelma Harper, D-Nashville, said she didn't believe much of what they said.
"But I guess my concern is how do we develop believability in the Department of Children's Services? I have listened to you speak, and I have tried my best, to believe what you say. But it is very, very difficult," she said.
