Grand jury says county social service system fails children

Los Angeles County’s social service systems are failing the children they are supposed to help, according to a grand jury report released Monday.

Meanwhile, some 70 percent of all state prison inmates were formerly part of foster care systems, with the unemployment of former foster care children at more than 50 percent within two to four years after emancipation, the grand jury noted in its report.
