NewsCenter 5's Shiba Russell reported that the report, commissioned by the Children’s Advocacy Institute and First Star, graded disclosure practices and looked at whether the nation's child protection agencies are properly releasing critical information about child abuse cases.

Massachusetts received a grade of D minus
