CPS Employee Arrested On Sexual Battery Charges
Fairfield resident David Ray Kirby, 58, was arrested on April 17 on charges of indecent exposure, sexual battery, annoying a child under 18 and preventing a victim from reporting a crime. Kirby is a Solano County employee who reportedly worked for CPS for 10 years.
