There's no excuse to short-change children in care

The report approached the system from the perspective of parents whose children were taken into care. Their experience has been undeniably wrenching. It is also hard to argue with the report's conclusion that most children are apprehended because of "a parent's struggle with poverty, addiction, mental health issues or family violence," rather than documented abuse.
