Mixed bag of foster care reforms

After 3-year-old Marcus Fiesel died at the hands of his foster parents, there were myriad efforts to memorialize him, from holding fundraisers to dedicating projects in his name. But in terms of saving other children from his fate, the most meaningful memorial took place Wednesday when Gov. Ted Strickland signed into law a package of foster care reforms.
