Morning Report: Vulnerable Foster Kids Stiffed by State Budget

One of the ways the foster care system in California supports children is by funding lawyers needed to make sure kids’ regular legal needs are taken care of. A foster child needs help attending the best school for their situation? They need a lawyer. A foster child is a victim of a crime? Lawyer needed there too. With 3,000 foster children living in San Diego County, the need for legal services is extremely high. Mario Koran reports on how lawyers who serve foster children have been short-changed on funding and have now reached a breaking point. Individual attorneys in San Diego County are handling an average of 210 cases at a time.

Foster care children: How their life experiences differ

The issue: When children in the United States are abused or neglected, government agencies sometimes remove them from their homes and place them in foster care with the goal of providing a safer, more stable environment. In late 2015, an estimated 427,910 kids were in foster care nationwide, according to a 2017 report from the U.S. Department of Health and Human Services. Researchers have estimated that 6 percent of all U.S. children will enter foster care before age 18, including 12 percent of black children and 15 percent of Native American children.

Another child dies tragically while under the care of the Illinois Department of Children and Family Services, and another director (that’s eight directors in five years) resigns in the midst of controversy. This sad story has been repeated way too often these past 30-plus years. There is always more than enough blame to go around, starting with overworked frontline workers and ending with the director. Investigations are initiated, individuals resign or are fired, and in some cases, criminal charges are filed. A new director will take charge, new staff will be hired, and things will continue on ... until the next tragedy.
