Jessica Nivela, three little girls in tow, arrived in Arizona in April.
She was jobless, homeless and bereft of families and friends. As she put it, she was in "a hole."
But with the support of a transition shelter and the revival of state support for child-care subsidies, she now has a safe place for her girls to stay while she works full time.
