DCYF report: Rhode Island children placed in group care at nearly twice national average

Despite efforts by state child welfare officials to reduce the number of youth sent to group homes and residential treatment facilities, Rhode Island ranks third-highest in the country for its placement of youth in congregant care, according to a report by the Annie E. Casey Foundation released Thursday.
