The child protection system is "beyond breaking point" and social workers are facing increasing pressure, according to a report by the British Association of Social Workers.
Some the actions needed to be taken: 1. Raise standard for removal to clear and convincing actual danger. Also require same level for proof of reasonable preventative efforts. 2. Flatline funding at least for investigation. 3. Fund parents witnesses same as agency's.
