Revealed after 17 years: Child abuse report kept secret because insurers feared big pay-outs
A damning report which revealed a harrowing catalogue of abuse in children’s homes in North Wales was finally published today – 17 years after it described how attempts to uncover the scandal were constrained by police, social services and other agencies.
