State rarely prosecutes for failing to report child abuse

As Channel 4 Action News' Paul Van Osdol found, the state rarely prosecutes people for failing to report abuse, with only three other criminal cases in the five years before Sandusky was arrested.

Note: They're only prosecuting these people because of the public outrage caused by the media circus surrounding this case.  Had this particular case not hit the headlines, they would have swept it under the rug like they do with most others.
