Maybe because the children are not in danger, Maybe its a one parent family and they have to work and child care for that many kids is costly..Think before you report people maybe its a ligit reasons if you are so concerned Offer your help to watch them and you will see the reasons why, but too many kids are abused sexually and physically by baby sitters daycare think about the family structure before you try to mess this one up..
