Zero tolerance for human trafficking! Arrest them for both kidnappinng and trafficking and send the child home. The state department has protocols in place to stop this and the adoption agency did an end run on them for these people so they could get the money.
This family has spent the last two years trying to repair the fraud those adoptors had done. Now they can be arrested for their part in the kidnapping. They knew something was wrong and had the agencies do an alternate method so no one would question the mismatched DNA.
