Child welfare reform hearing
Nebraska's attempt to privatize the child welfare system resulted in a shift to a lead agency that was ill-prepared to manage the system or train its workers, confused communication by adding another layer of bureaucracy and shorted payments to foster parents to the point that many have quit, speakers at a legislative hearing said Wednesday.
