Child looters they can't lock up: Rioters aged 11 and 12 let off with slap on the wrist
It has been an all-too-frequent theme of the past few days: Child rioters flaunting their contempt for the law, confident that they would escape with a slap on the wrist.
Note: Wouldn't slapping them on the wrist be considered child abuse?
