House Bill 604 creates the Foster Care and Adoptive Parents Recruitment and Retention Fund.
There are more than 10,000 Missouri children in foster care. Of those, approximately 1,400 will not be able to return safely to their homes and are awaiting adoptive families. Missouri lawmakers are trying to help that situation and get more kids into good homes.
Note: notice how this article assumes that foster homes are good.
