Welfare reform should invest in fathers, state official says
Wisconsin Works, the state's welfare reform program, needs to change directions to involve and invest more in fathers as parents, instead of perpetuating the dissolution of family by continuing to focus on the mother, a top official in the state Department of Children and Families said Thursday.
