Don't Let Foster Parent Continue Relationship

I had trouble with a foster parent who did not want to adopt a foster child that had been in his home for two year. But when I adopted the child he became so upset that the police had to be called to get the child removed. I have had this child for three years and he continue to tell the child that he is his father, making it hard for the child to move on.
