Should county attorneys represent DHS in court?

Iowa’s county attorneys are at odds with the state Department of Human Services over an obscure proposal to stop the present practice of having county attorneys represent DHS in child welfare cases.

I too, think that it should be attorneys from out of county who represent not only the DHS, but the parents as well, because like in a small town (community)as mine, the local ones are all in co-hoots (friends) with each other...and it is not right. There is no fairness.
