Shield the most vulnerable: New York must improve oversight, accountability of group homes

Troubling revelations about a lack of oversight in New York’s more than 2,000 group homes for developmentally disabled adults show an appalling failure of the state to protect some of its most vulnerable citizens.

Note: It appears as though New York isn't doing much good for anybody.
