Ohio budget would cut funds for kids' caregivers
For Ruby Prater, the $10 million in state spending for an unusual foster care program in Ohio's last two-year budget meant help buying winter coats, clothes and beds for her three young grandchildren and a bit of extra financial security for Prater -- security that might disappear if funding for the program is eliminated as proposed under the new governor's spending plan.
