3 days before twin was found dead, DCF investigator wrote that Victor and Nubia were safe

A second person called the Florida Abuse Hotline to report that 10-year-old twins Victor and Nubia Barahona were likely abused by their adoptive parents, two days after a similar call prompted the Florida Department of Children and Families to send an investigator to the Barahona home in western Miami-Dade County.
