German gov’t accused over children sent to ‘illegal’ foster families in Portugal

Portugal’s Social Welfare Service (Segurança Social) has compiled a report on the German government in which it concludes children, largely from troubled backgrounds, were sent from that country to foster homes in this one without the approval or oversight of national authorities, therefore breaking international laws and regulations.
