A child welfare system that isn't faring well
In 1995, Judge Thomas Gove conducted an inquiry in a case involving a five-year-old boy killed by his mother, and concluded that there were "serious inadequacies" in B.C.'s child-protection system. More than 15 years later, the latest report from Mary Ellen Turpel-Lafond, B.C.'s Representative for Children and Youth, suggests little has changed.
