Note: This is a short PDF that appears to be a sort of a syllabus for babystealer training in California. Of course it leaves out various techniques often employed by child welfare workers such as fabricating and exaggerating evidence, coercion, manipulation, covering up fraud, etc. But it is a good introduction into how these brainwashed and self-righteous goodie goodies think.
