Lawsuit Filed Against Florida Department of Children and Families (DCF) Arises Out of the Death of a 15-Month-Old Boy - Law Offices of Spicer and Miller, P.L.
Blake Rupe, 15 months old, passed away on December 16, 2008 as the result of horrific child abuse, which unfortunately could have been prevented. The Personal Representative of the Estate of Blake Rupe and Brian Fore, the father of the child and his 4-year-old surviving sister, have now filed a lawsuit against DCF and other involved agencies and named David Spicer and Stephen K. Miller as case attorneys.

Indiana Director of dept of children, James Payne condoned infant beating, his DCS staff to commit perjury, falsification of court documents, and he also committed perjury with Indiana Attorney General, Greg Zoeller as Federal Judge, Larry J McKinney violated victims' right to cross examine, allowed perjury though black & white evidence before the courts & allowed James Payne to refuse a deposition. Friendships, corruptions, deaths of children, human trafficking under the facade of protection. Feds pay for crimes to abuse, molest, and kill innocent children.
Fact: Children are tokens for a profitable human trafficking in Indiana. Indiana officials should be so proud for the damage of so many precious innocent lives, being destroyed. State of Indiana is making a profit from their suffering. Federal government funds bonuses & re-imbursements, that intice the state to have quotas of children to remove from their safe homes, no reason needed. Just a DCS worker who can commit perjury without concern. We lost everything due to the condoning of James Payne & the child' life w/brain trauma forever. IAG needs oversight for own crimes & victimization of innocent citizens.
It is like IAG Inspector David Thomas stated, "DO what you are told or you will loose". So who is overseeing IAG & DCS for their crimes of condoning child abuse, perjury, removing children from homes without cause, refusing parents the right for fair hearings, and covering up the deaths of many children? IAG committed perjury, Greg Zoeller & David Arthur w/James Payne, DCS.
Perjury by both IAG & James Payne has been committed to this federal case, stating James Payne had no involvement of the case spoke of 1:07-cv-xxxx- LJM-DML.
