Foster parents must look for new ways to fill grocery bags
Some foster parents are now searching for new help in feeding all the mouths at their table, as more than 200 food banks across the country are no longer supplying foster care organizations with groceries.

This is very confusing. Foster families receive monies to house, clothe and feed the foster children they take in.
Could it be that they used Food Banks when/if checks were late?
Or, as one comment in the article states; did they want extras.
