Foster mom charged with felony child endangerment
A 65-year-old South San Francisco woman wrapped her 20-month-old foster daughter in bleach-soaked diapers, leaving the girl with first- and second-degree burns on her backside, according to prosecutors who charged her with felony child endangerment.
