Florida Tops Nation in Adopting Children
That's according to Governor Charlie Crist who says Florida has had more than 12,000 adoptions since 2007 - including over 3,000 children adopted within the past year alone.

I'm pretty sure they also top out at disrupted adoptions and deaths of adopted children. Way to go Florida :)
