DSS commissioner just does not ‘get it’
Oswego County DSS Commissioner Frances Lanigan just does not get it. The mother of a recent neglected baby was only 17 years old — in our society too young to even care for herself. The baby was most likely a candidate for foster care and the young mother should have been counseled before the situation became so desperate.
