A child-abuse scandal
In Los Angeles County at least two animal control agencies investigate reports of serious animal abuse the same day. If the abuse is life-threatening, the animal is quickly removed from the home.
Contrast that quick response to the way the county investigates child-abuse cases. Social workers have 30 days to investigate reports of child abuse or neglect, and even then they have a backlog of 20,000 cases.

Animal control is constrained by a limit on the number of animals they can save. They will only take animals that actually need saving as they don't get any extra for taking animals that don't. LA DCFS is also supposed to be constrained that way but the county employees still haven't realized that because all the other counties aren't. Also LA county has every judge in its pocket as the county supplements their pay.
