Schwarzenegger proposes slashing billions from social services
Faced with the third multi-billion-dollar budget deficit in as many years, a somber Gov. Arnold Schwarzenegger called Friday for a monumental cutback in state services, including the wholesale elimination of welfare and child care programs, and proposed a policy change that could lead to the early release of some convicted criminals.
