Jeannette women barred from being foster parents
Two women who let four young children in their care wander the streets of Jeannette last year were barred by a Westmoreland County judge Thursday from serving as foster parents.
Shirley Baker, 73, and her sister, Sharon Baker, 64, were sentenced yesterday to serve one year on probation for endangering the welfare of four foster children in their care.
