In Harris County, parents who discipline their children in public are being taken to court on criminal charges.

A former Department of Human Services employee has been arraigned for recommending a release of food stamps to someone who wasn't eligible -- her live-in boyfriend. 24 Hour News 8 obtained court records that Norma Tovar Carter, 40, fraudulently created the eligibility sometime between December 2009 and February 2010 at her Grand Rapids office.
