Councils sorry for child protection failures
Two councils have apologised for failing to protect two daughters from being sexually abused by their father.
Serious case reviews into the case of a Sheffield man convicted of 25 counts of rape, found missed opportunities by the agencies that had contact with the family over 35 years.
