Report Says Foster System Keeps Children Too Long
Margaret, a 15-year-old, was placed in five different foster homes in a single year. Calvin, 18, spent 15 years being shuttled among his mother, aunt and a residential treatment center. Devin, a 13-year-old, has been in foster care his entire life, even though he wants to be adopted.
