Foster care is not the answer. CPS is taking away too many children and there are not enough safe foster homes out there to take them in. Therefore, they just put them anywhere they want to put them so long as it's foster care so that they can get Title IV-E funding and hopefully get the family to adopt for the ASFA bonus adoption money.
