State must fix CPS oversight of group homes
Anyone who needs another example of how Arizona's budget shortfall is hurting the most vulnerable people in our state should read the state Auditor General's report on how Child Protective Services handles — or, in some cases, doesn't handle — complaints of child abuse or neglect in group homes and residential treatment facilities.
