Looks like the USA.is the same as the UK, with reference to Foster Care, the Local Authority's, would rather spend millions, of the Taxpayers money, by using Foster Carers, costing up to £500 a week for each Child.
Social Services,should be using the Public Law Guidelines, by using the Kin care clause,leaving Children with the immediate Family like Grandparents, before a Child is even taken into care.
