Fugitive foster mother arrested for toddler's 2006 death
Authorities, in Pennsylvania, have arrested the foster mother of a slain Siouxland toddler.
Dakota County Attorney Kim Watson says Tisha Vega was arrested in Pennsylvania, Monday, on an arrest warrant for manslaughter in the death of Nathanial Saunsoci.
